Man hangs self in detention center

The man who was accused of killing two men and injuring two others in a 1998 nightclub shooting, only to have the charges dropped, apparently hanged himself in the Orangeburg-Calhoun Regional Detention Center Monday while he was under suicide watch.

The State Law Enforcement Division is investigating the death of Damean Romell Casley, 28, of 214 Rivelon Road. He was found hanging in his cell at about 6:30 p.m., jail Director Willie Bamberg said.

“We will have further comment once the investigation is complete. Until then, we don’t know any more than what was there for us to see,” Bamberg said.

Casley was charged with two counts of murder and two counts of assault and battery with intent to kill in the 1998 shooting outside Club Malik on Magnolia Street that left two dead. The 1st Circuit Solicitor’s Office dropped the charges because no weapon was found and witnesses gave conflicting statements.

Casley arrived at the jail on the latest occasion on Sept. 22, charged with violating his parole on a 2004 conviction of assault and battery of a high and aggravated nature. He was to serve 90 days, Bamberg said.

He was under suicide watch since he tried to hang himself on Friday, Oct. 6, according to an Orangeburg County Sheriff’s Office incident report.

Jail Officer Frederick Brown found Casley in his cell hanging from the light cover by a sheet which was tied around his neck, according to a report by Sgt. R.J. Allen of the OCSO.

Jail Officer Rachel Green said she checked the area where Casley was being held at about 5:30 p.m. and he was all right, according to the incident report. After shift change, Brown relieved Green and discovered the body while doing a head count.

Allen said in his report that jail officers told him Casley should not have had any sheets in his cell because he was under suicide watch. They did not know where the sheet came from or how he got it.

Bamberg said Casley has been in and out of the detention center since 2004. In 2004, Casley was accused of putting a gun to a woman’s head, slapping her across the head and shooting at her. He was sentenced to five years, suspended to time served and three years probation.

It was not the first suicide attempt at the jail this year.

Jail officials said in August that Roger Johnson, 29, of Hartwell St., Orangeburg, attempted to kill himself while he was awaiting trial on murder and other charges.

Bamberg has said another man who attempted suicide suffered a stroke and partial paralysis, with the medical bills costing the jail about $500 a day.

The detention center is adding a separate room that can be continuously monitored for inmates at risk of committing suicide as part of its ongoing renovations.

" You Know what? Regardless of a shift change someone shouldv'e been in his presence! I Don't care what They had to do, there should have been no excuse...Orangeburg County Needs to get on there job. " I pray for the Casely's family duiring this time of breavement. I hope that you find closure to this tragic lost real soon. I too have lost my son at the age of 15 two-years ago and have not find closure. It seems that when a person is already in the system it's just another violent brother off of the streets and the system does not care. Just call on Jesus and ask him for strenght and guidance, he is the only one that can pull you through this day by day. "

" Why is it that during a time of Grief and Pain a family would have to open up the paper, to see that all that the Detention Center can release are things that happen years ago? What does someone's past have to do with the horrific death on a Human Being. Workers do what they want to do treat inmates like a dog! They won't let you bathe 0r nothing yet they feel like its necessary to wash at home why isn't it necessary to wash in jail1 "

" You know Orangeburg-Calhoun Detention Center is not doing their jobs! You have female guards that focus on trying to intimidate school-age children. By going to the school in uniform and having their daughter (who try to bully kids) tell little kids. Her mother will lock them up if they hit her back. Example of how they act in the street. Just imagine inside the jail. Someone else needs to take over the jail and do some cleaning up before more people die! "

" For approximately eight (8) years my family has waited patiently for justice to prevail, via the court system, in the senseless death and of my young cousin who was anxiously preparing to graduate from SCSU December 1998. We can now put closure to this chapter in the book our lives. I pray for healing and strenth to the Casley family during this time. "

" It seems to me that a lot of folks are dying in the jail in Orangeburg- instead of focusing on this guys prior charges, which were dropped, focus on the procedures, if any exist, at the jail and why they were not followed- Does anyone care about county money being paid out for needless liability events such as this- wake up "

" OK I surely thought that when on suicide watch everything including sheets were to be taken away as to make sure that the inmate has no possible way to committ suicide. So,either someone is not doing their job in that jail or someone decided that they would play Devils advocate and help this man kill himself. "

" Why is it that everytime a black person dies that has been charged of a crime (whether found guilty, innocent, or charges dropped), does this newspaper insist on including it in any article pertaining to their death. When a white local attorney committed suicide I don't recall reading one single article relating to his cause of death. The Times & Democrat, in my opinion, is a racially biased newspaper! "
