S.C. State Board ousts Hugine

Ending weeks of speculation and rumors, the South Carolina State University Board of Trustees voted to oust President Dr. Andrew Hugine Jr. during a Tuesday afternoon telephone conference call.

After about 45 minutes in closed, executive session, the board voted 7-3 not to renew the contract of its ninth president, which expires in June 2008. Acting on the motion of trustee Lumus Byrd, the board also agreed to immediately place Hugine on administrative leave, with his last day scheduled to be Jan. 4, 2008.

Trustees said they will begin a search for an interim president immediately, and launch a national search for a new president.

Byrd said Hugine's contract should not be renewed because of his performance evaluation and an academic review of the university conducted by the Education Commission of the States.

Hugine sat by a speakerphone during the meeting, not commenting while his future was discussed. He did not comment following the vote.

Trustee Col. John Bowden said that he would tender his resignation on that same day if the board accepted Byrd's motion.

"I don't know how we got where we got, but we're here. I'm not going to be a part of this lynching. We don't need white people to lynch us anymore, we lynch each other," Bowden said before the board voted on the measure.

Board Vice Chairman Jonathan Pinson and trustees Charles Williams and Bowden voted against the motion not to renew Hugine's contract.

As board members were dialing into the conference call, Williams asked what the meeting was about.

"Does anybody know why we are having this called meeting?" he said.

Williams then asked if the president had announced his resignation yet. An unide.jpgied board member said Hugine was supposed to do so by Saturday, Dec. 15.

After the meeting, Williams said the board previously agreed Hugine was supposed to announce his resignation by Dec. 15. In return, the board was going to allow Hugine to stay on for the duration of his contract, Williams said. Williams said he believes the agreement was in writing.

He said he left last Thursday's board of trustees meeting with the understanding that the board was going to stand by the agreement.

"Now the chairman and others have decided they weren't going to abide by the agreement. The board welched on him," Williams said.

Board Chairman Maurice Washington and Williams exchanged words before the vote was taken.

Williams took exception to the matter being conducted over the telephone. He also said that the board was ignoring the will of Congressman Jim Clyburn, an alumnus, and state lawmakers by moving to oust Hugine.

"Mr. Chairman, Byrd and others are making the worst decision that could possibly be made for the interest of the university," Williams said. He also accused fellow board members of micromanaging and undermining Hugine.

Williams also credited Hugine with creating a budget surplus, getting more buildings constructed on campus and restoring pride among alumni and the community.

Washington then took a shot at Williams, saying "Given your attendance record over the last few years, I find your comments quite amusing."

Williams said, "Anything would be quite amusing to you. The best thing that could happen to this university is to get rid of you."

The vote puts to rest weeks of rumors surrounding the future of Hugine at S.C. State. The rumors first surfaced about three weeks ago, when e-mails were distributed in alumni circles saying that the board secretly met and voted to oust Hugine.

S.C. State National Alumni President Patricia Lott and others addressed the board last Thursday, asking members to clarify the rumors. At that time, Washington said he would respond in writing to Lott's questions but would not directly discuss the matter during the meeting.

Clyburn said Tuesday was a dark day in the history of the institution. He said he sent out letters to each board member detailing his concern that the board was moving too hastily and that S.C. State needs continuity in its leadership.

Clyburn said it remains to be seen if Hugine's ousting will effect S.C. State's ability to obtain federal funding. He also believes that with Hugine gone, the university could have problems with its self-study assessment for accreditation.

Clyburn said that he wouldn't discuss such a matter over the telephone.

"That's certainly not the way I would have done it," he said.

State Rep. Jerry Govan, also an alumnus, said he was deeply saddened by Tuesday's events.

Govan, who listened in on the meeting at the S.C. State administration building, also did not like the fact the proceedings were conducted over the phone. He said that several members of the General Assembly have tried to talk with the board about its efforts to remove Hugine.

"I thought it was very cowardly done. They did not even have the courage to do it in front of the alumni. It speaks volumes in terms of the leadership of this board. Clearly, this board is out of control," he said.

Calls to Washington after the meeting Tuesday were not immediately returned.

Of course, his supporters are not one bit elated, but it is apparent if you take a close look at each of the facilities or if you talk to faculty and staff that there were some issues that should have been resolved that were never properly addressed. SCSU is not a state supported institution but a state assisted institution (theres a difference). Yes, we have mixed emotions about his termination and yes I strongly believe we have the power as alumni to oust "Washington". Where are the loyal sons and daughters? Where are the tithe (lol) payers those who contribute to alma mater such as myself and hundreds of others? Alumni please get invlved and give. " Just reading through some of the comments I notice that some of use are pasting judgement way to quickly. To answer some of the questions that kearndigga posted. Hugine was not fully responsible for the new construction going on on campus. The talk for all of the work have been in the plans for many years now. What Hugine did was push for the grants and found the money to get this work accomplished. So he has done some good for this HBCU. Also the housing situation was not his fault. He and the board of trustees appoint people to take care of things like that so the school can run smoothly.It was the directors of Admissions and of Housing, Mr. Washington, the Vice President of Student affairs and many others know of the problem since June 07. It was the VP of Student affairs who was pushing admissions to continue to accept students even though they knew their was a problem. So thanks for trying to prove your point. I hope that this will make others who want to find out the truth behind this mess to search and dig for information that will help answer the question in why is Hugine gone before we past anymore judgement on who is wrong or right! What I was saying it was out of line for a board member of a State Supported University to make that kind of comment. What you would think if you read where a white board member said something like "we dont need black people to steal from us anymore, we steal from each other" I sure that kind of comment which is way out of line would have upset some people. Probably would have brought the house down on them for saying it. As far as what is going on at SCSU I happen to agree with Bowden and the other board members who voted for him. The board is symptomatic of a group of elites connected to the univerities who continue to operate as if we were in the 1940's or 50's. S.C. STATE is not the Normal School for Coloreds any more. " If you have not already done so, I would like for everyone to listen to and view the featured video that is posted on the Times and Democrat website of the “Emergency” called teleconference meeting. It is appalling and embarrassing for any board to carry on the way that they did prior to the start of the meeting. I have worked at 7 institutions of higher learning and this is the first time that I have ever seen a board approach a personnel issue such as the way that this one was approached on Wednesday, December 11, 2007. Without even knowing who was present in the boardroom, one of them proceeded with the question, “Has the President tended his resignation?” Prior to that one of them asked, “Does anyone know what this meeting is about?” Another answered, “It’s a secret.” What professional group and/or competent group of individuals would discuss the dismissal of an individual publicly before discussing it with the person involved? Someone in the boardroom had to tell the idiots that others were present in the boardroom. I have definitely lost all of my faith in the group of individuals who are put in place to set the policy of the University, “NOT” micromanage it. I haven't even gotton to the point of the act being one of a coward nature. "

" Being that Dr. Hugine was my former teacher I am sad to see him ousted especially in an unsightly and unprofessional matter. Under his watch the school has blossomed with new construction and more funding. And, as displeased as I am with the manner in which this was handled, I personally would like to refrain from passing judgement on who is "RIGHT" or "WRONG" in this matter. We Alumni have been kept primarily in the dark on this subject. I would feel more comfortable if I knew the INTEREST behind the Board's removal of Hugine. If we had the same information the Board had, then we could see if this indeed was the best decision for SCSU. With all the good that we have "seen" we do not know the "bad" that may or may not have taken place during Hugine's watch. Is he deserving of the credit we place upon him? Was he mostly responsible for the new construction, increased funding, Presidental debate, hundreds of students accepted to State WITHOUT a place for them to stay, the parents/students that were escorted from the Administration office by police because of the housing situation? Does he deserve to be fired? These are questions I can not, in good faith, begin to answer without all of the facts laid out before me. But, I can say that it is a shame to see our "business" displayed for all of SC and the nation to see. "

My two choices were between USC and SCSU and after what I have read today I am glad to say that I am a proud alumni of USC! What civilized board of trustees holds a meeting of this magnitude over the PHONE? Who are these clowns? I have known Dr. Hugine for years and thought the progress he was making with SCSU was in the right direction. I find it reprehensive that during this period of unprecedented growth and accomplishments for the University, the Board of Trustees, under your leadership, will seek to dismiss the president of the South Carolina State University. Since Dr. Hugine’s appointment in 2003, we have experienced an increase in student enrollment, increase in alumni giving, construction of new dormitories, acquisition of new off-campus housing, completion of the 1890 Building, renovation of the ROTC Department, renovations of both dining facilities, unparalleled funding for the transportation research center, major collaborations with other universities and corporations and many other achievements. Nationally, the University has been recognized for the last two years by being ranked among the Top 10 Universities for Social Mobility. The rankings were derived by measuring the graduation rates of students from lower economic backgrounds and subsequently, their contributions to the nation. Other universities in the Top 10 include UCLA, Cornell and Stanford Universities. Last year, the university was honored in the first release of The President’s Higher Education Community Service Honor Roll; one of only 492 universities. The Honor Roll recognizes those universities that have demonstrated distinguished community service such as SCSU Habitat for Humanity volunteerism. Earlier this month, Dr. Hugine was appointed to the Historically Black Colleges and Universities Capital Finance Board by the U.S. Secretary of Education. This board provides counsel and advice for construction loans for African American campuses and advises Congress on the progress in this area. This appointment could provide immeasurable leverage for SCSU in an area that is still insufficient. How many lost opportunities will there be while SCSU search for a president? Of course there are still challenges and room for continued improvement and growth, but this president nor any that follows, will be perfect, nor possess the ability to satisfy everyone, all the time. One of the main components of a university’s well-being is stability. In a recent study released earlier this year by the American Council on Education, the average tenure of sitting college/university presidents has increased to 8.5 years as president; bringing more stability to the institutions. This is up from 6.6 years in 2001 and 6.1 years in 1986. Dr. Hugine has been our president only since 2003. Is his performance below the average for the presidents of the 2,148 colleges and universities that participated in this study? Seven months after the deadliest school shooting in U.S. history, Virginia Tech’s president still has his job! As a graduate of South Carolina State University and the University of South Carolina (master’s degree), I have carefully followed the accomplishments and challenges of both universities. Despite lacking the size and numbers, I have concluded that because of the style of governance for each board of trustees, Dr. Hugine has a much more difficult job than Dr. Andrew Sorenson. Mr. Washington, although South Carolina State University has been entrusted to you and the Board of Trustees, the university still belongs to the people of this great state. I fully understand that it is within the board’s purview to dismiss Dr. Hugine or force him to resign/retire. However, the taxpayers, alumni, faculty, students and legislators have a right to demand public accountability of your actions and each would be remiss in their duties if they did not. Short of criminal activity or serious malfeasance, now is not the time to remove the president while the university is on an upward swing of momentum. I also understand that the students and faculty at SCSU think that they are powerless in any decision making at the university. While they may not be able to fully relate to the student activism of students from 50’s and 60’s, they still do have a voice. Last year, at Gallaudet University, a school for the deaf in Washington, DC, the 1800 undergraduate students and faculty stood up and made a difference at their school. By uniting on a common cause, they forced the resignation of a newly appointed president to the school and the resignation of the Chairman of the Board of Trustees. The stakeholders for South Carolina State University deserve and are simply owed accountability of your decisions of this magnitude. Mr. Washington, if this ship has run aground, it has done so with Dr. Hugine as the captain, while you were in the leader in the control room with the navigation systems and therefore share culpability. If the ship has not run aground, but you now desire to simply chart a new course, I implore you to find the intestinal fortitude to resign your position as well. This singular action would demonstrate selfless-service and truly allow for South Carolina State University to start again with “A New State of Mind”. "

As a youth growing up in O’bug and a graduate of SCSU I have seen the administration emerge from the good ol boy days to a truly professionally managed organization. " I'm on the fence with whether or not Hugine should have been terminated. He has done alot for SC State, probably more then most-however, he's also misappropriated money and has exhibited questionable behavior. There's an old adage 'what goes around comes around.' Did the board go about this wrong way? The answer is probably yes but there have been good people fired from SCSU in the past under his leadership in the same wrong way. This makes it hard to show much empathy. Overall I think I would have liked it if the board could've found a way to deal with Hugine without firing him. I think his positives outweigh the negatives, or so it seems. The board is so secretive it's hard to know exactly what's going. I'm quite sure they've not released everything they know about the situation publicly. Hugine is a problem, but he's not the problem. The Board is overbearing, hopefully the voters of SC will address this with their representatives and senators. "

For an outsider looking in, I can imagine how the alumni feel. Your school appears disfunctional. The recent clamoring has overshadowed your great qualities and makes it appear SCSU is not as good a school as I once thought. We need level headed people that will speak up for what is right and have our best interest at heart. We are Loyal sons and daughters and I'm a BULLDOG FOR LIFE...but, again...I'm disappointed. " "
