The South Carolina State University Board of Trustees voted to name Dr. Leonard McIntyre the interim president of the university Thursday.

After emerging from an hour-long executive session held via conference call, the board picked McIntyre by a 10-1 vote, with only trustee Charles Williams voting against him. McIntyre previously served as dean of the College of Education, Humanities and Social Sciences.

"I am honored to serve SCSU as interim president and will do everything possible to prepare the university for new leadership once the board of trustees has made its decision," McIntyre said in a statement released by the university.

"I sincerely believe the greatest challenge today is to prepare students to meet the demands posed by a fast and ever changing, high-tech, multicultural society, and as I serve our 111-year-old institution, it is my goal to provide leadership in developing, achieving and maintaining the best possible programs and services to assure each student is provided the richest educational experience possible," he said.

Williams had suggested that former interim President Ernest Finney, the retired chief justice of the S.C. Supreme Court, be considered for the post.

"He's a proven, past interim president," Williams said.

His motion did not receive a second from the board. Trustee Lumus Byrd then made the motion to accept McIntyre.

Board Chairman Maurice Washington said that McIntyre is exceedingly qualified to serve the university in this time of transition.

"He is a proven academic leader," Washington said.

The appointment of McIntyre as interim president caps a tumultuous week for S.C. State. On Tuesday, the board voted to oust President Dr. Andrew Hugine Jr. via a telephone conference call. Trustees voted to not renew Hugine's contract and to immediately place him on administrative leave. Hugine's last day as president will be Jan. 4, 2008.

The board met early Thursday morning to discuss the characteristics they desire in the next president. They also voted to approve a request for proposals to commission an outside firm to assist in the nationwide search for the next president.

Washington outlined several objectives he hopes to accomplish during the search. They include generating an institutional consensus to bring the campus together and creating leadership to help in the transition of a new president.

Washington said the board will appoint a search committee comprised of alumni, students and friends of the university to pick the school's tenth president.

Williams proposed that no board members could be employed by the university as a part of the new president's cabinet. The board unanimously agreed with Williams' idea.

After no motion was made in the morning, the board decided to reconvene late Thursday afternoon. They then named McIntyre interim president.

McIntyre has more than 30 years of experience in education and administration. He has served as state deputy of education for the State Department of Education's Division of Professional Development and School Quality, as well as the superintendent for Hampton School District 2.

The New Orleans native graduated from Loyola University with a degree in Spanish. He received his master's from Tulane University and his doctorate in educational administration from Iowa State University.

He has participated in leadership training programs at Harvard University, Columbia Teachers College and is a graduate of the Center for Creative Leadership.

McIntyre is responsible for securing and serving as the project director for a $5 million grant awarded to S.C. State entitled "Textbooks and Learning Materials Program." The grant will allow at least 1 million textbooks to be printed and distributed in Tanzania and the island nation of Zanzibar in east Africa.

He is a member of the S.C. Association of Teacher Educators, S.C. Association of Black School Educators, American Association of Colleges of Teacher Education and is the incoming president of the S.C. Association for Colleges of Teacher Education.

" TAS: First, I find it interesting that you use my age as a way to attempt to evaluate my level of life experience and the impact it has had on me. If you read my comments, as you say, then you would see that it is clear that I AM expressing my VIEWPOINT. Your attitude is one that limits the potential at SCSU. If it isn't old and Orangeburg then it must not be correct. I don't want a seat on the Board. What I want is for people, including your seasoned self, to do is put this much fervor into being a son or daughter loyal to the University and not to a president? "

" He brought in a major grant for one issue. Admirable as that may be it is not exactly raising monies for the school as a whole. For example, if I win a $1 million dollar grant to study hybrid cotton in SC via SCSU, yes, I raised a significant dollar amount of funding but, in the overall scheme of the operations of the school, it's not as big as it seems. It helps, but . . . Maybe he can show the board members how to bring in some funding cause claiming $600,000 over three (3) years (which is inclusive of the monies raised at two major football games) is an embarassment, to say the least . . . "

" To add an addendum to the earlier comment - the study was through 2005? McIntyre started at SCSU in 2003 or 2004. How about those who spend their entire careers there? These things don't surface overnight. Are they now going to take ownership? Let's be fair. "

" Please also add that Dr. McIntyre has brought major funding to the University, more than any one single individual on the campus in recent years. And, I think it speaks volume that an institution should not be built around an individual - it really does take a village to make the difference. We should begin to think more broadly than simply "the president". However, the head has to take full responsiblity for the good and the bad because just maybe the head caused the difficulties and challenges for others within the organization to function at their maximum level of capacity. In such a scenario, whatever went wrong or right lie squarely at the feet of the president. I think it is best to leave it there. Just a thought. "

" To quote one alum who has been quite vocal on this: "After further review I found that this media release was issued after the ECS was contacted by Mrs. Lott and at least three chapter presidents for additional info. Mrs. Lott served on the ad hoc committee, I doubt she knew the "way ahead" report would be used in the manner it was. On another note, I find it quite interesting that the board cited this report in their recent actions, yet selected Dr. McIntyre as the interim president. Of the four programs cited as provisional status, two (50%) were from Dr. McIntyre's department; Art Education and Social Sciences. Of the programs that did not meet enrollment and/or completion goals, four were from Dr. McIntyre's department; Art Education, Social Sciences, Music Education and Special Education. Nothing against Dr. McIntyre, just a point of hypocrisy by the board on the subject of accountability. Dr. McIntyre also was a committee member of the that assisted ECS in their review. " . . . "

" The Problem with SC State is that there are too many jobs that are held by people that have no business there. Dr Hugine started making changes and all the "old hats" didnt like what they were seeing. Changes Im speaking of; There was way too much Nepotism going on in that school. Way too many "kin -folk" hired in one place. You can not run a succesful business or school when you have the whole family working there. If they would hire more people from out of state that didnt know anybody there, that would help out tremendously, but no, the "gppd ole boy" sitiation has to take place. Its not what you know, but who you know. "

TAS wrote on Dec 16, 2007 1:02 PM:

" Please everyone; the issue is not which side is right or which side is wrong here. The bottom line is that all of this could have been handled with a more "above board" look and with greater professionalism. Instead, we turned it into a sideshow that any circus would be proud of. SCSU1974 I've read all of the comments (including several of yours) posted here that are related to this unfortunate episode of SCSU history. I am not sure you have had enough life experience yet to qualify you as the "comment judge or evaluator" here. Just stick with give your viewpoint ok. Otherwise, you come off like one of those "Board Cronies" looking for a board seat or better yet a job at SCSU. "

" What difference will a full investigation make when it is clear that Dr. Hugine failed to do what the majority of the Board of Trustees desired? You and others need to accept that. Now the challenge will be doing everything humanly possible to ensure that former problems become solved. We need to be problem solvers and solution finders. It is vital that we stop blaming Maurice Washington. What happened is not his fault. He did his job. Let's hope that the interim makes responsible decisions which help the university grow and prosper. The negative comments need to stop because they are helping anything. "

beespencer wrote on Dec 14, 2007 8:52 PM:

" LOL...explained how can anyone move on when a logical explanation is not given to oust Pres. Hugine? The trustee board had an opportunity to voice their approval or disapproval in a public forum, but they didn't for unknown reasons to the public. Maybe the press should push SCSU for the minutes of previous board meeting through Freedom of Information Act, since the board has nothing to hide(yeah right). Just remember, the board will have to give the reasons soon or faced their demise off the board "

" I am surprise at the foolish behavior being presented at SCSU. As a proud graduate of SCSU, this situation has cast a dark shadow on the university. Apparently, no one is aware that the entire world is observing this matter. I can't imagine how my beloved university is being viewed. "

" Govenor Sanford should conduct a full investigation of Washington and the entire board-then just clean house and let all their freaking heads roll as needed. I am available to be on the board and I would get all this figured out. "
