Town will operate without administrator
By PEGGIE WALTER, T&D CorrespondentMonday, August 18, 2008SPRINGFIELD — The mayor and town council will conduct the town’s business without the services of an administrator in Springfield.
Mayor Marilyn McCormick during the council’s August meeting the town notified former administrator Mike Burkhold that it no longer required his services. Burkhold was paid half of the previously agreed upon fee, McCormick said.
The mayor said she and town council members would act as the administration for the town, with the help, when needed, of the town attorney.
Also during the meeting, McCormick complimented Councilwoman Lydia Lackey, who was in charge of getting the new street signs featuring the Frog Jump logo. Lackey thanked Larry Compton of the S.C. Department of Corrections for his work in securing the new street signs for the town and Orangeburg County employee Pat Garrick for getting the signs placed in Springfield.
In other business:
* Council agreed to discuss at a later date an inquiry from Becky Steverson about the rental fee for the town’s platform Steverson wants to hold a monthly music night at the platform.
* McCormick asked for public input about any ongoing problems with cable TV service in Springfield.
* The mayor said she spoke with Orangeburg County Councilman Heyward Livingston about adopting the county’s cleanup ordinance to assist in cleaning up abandoned property in Springfield and for help with the associated costs. Livingston said he will assist with the paperwork and meet with council.
* Councilman Rusty Fogle said a check was issued to his business for work done on the town’s golf cart and he returned the check, not charging the town for the work.
* Lackey reported on the Municipal Association of South Carolina conference she attended, which she said she found to be very informative. Lackey did not charge the town for any of the classes she attended, it was noted.
* Councilman Eddie Lee reported the police department handled 56 cases in July.
* Councilwoman Hattie Wood reported the Senior Citizens group is planning its yearly trip.
* McCormick, in response to a resident’s concerns, said the town will talk with County Councilman Heyward Livingston and S.C. Department of Transportation officials about cutting the grass on Skyland Drive.
* The town’s July financial statement showed a General Fund beginning balance of $23,639.93; income of $19,961.22; expenses of $29,783.73 and an ending balance of $13,817.72. The Water and Sewer Fund had a beginning balance of $2,221.35; income of $15,040.28; expenses of $15,129.63 and an ending balance of $2,132. The Municipal Fund beginning balance was $17,542.87; income was $10,919; expenses were $14,545.75 and the ending balance was $13,916.12.
