First-reading approval given to development ordinances

SPRINGFIELD – First reading to adopt community development ordinances for enforcement by Orangeburg County was unanimously approved by Springfield Town Council during at its September meeting.

Mayor Marilyn McCormick also announced the receipt of a letter from the Orangeburg Fine Arts Council relative to the annual Mayors’ Christmas Wreath competition, and she suggested the Springfield Garden Club be asked to decorate this year’s wreath.

In addition, McCormick reported that Springfield’s new Walking Trail on the old railroad bed and the new town hall should be completed around the end of December.

In other business, Councilman Rusty Fogle reported that he has asked Police Chief Bing Jones to investigate a tractor-trailer rig which is being parked across a main sewer line in town.

In her report, Councilwoman Lydia Lackey said all of the new street signs were not yet in place, noting that she had ordered more and had also made arrangements for the Surrey Race sign to be corrected.

Lackey said she is also working to get 25 mph speed limit signs placed on California Street. In addition, she said she discussed grass maintenance with David Brandenburg of the S.C. Department of Transportation and he said the town is responsible for cutting grass between the town limit signs.

Lackey also expressed an interest in the development of a Web site for Springfield that would, among other things, improve participation in the Governor’s Frog Jump and International Egg Striking festival each year. Council members agreed to have Lackey investigate the feasibility only of a Web site for the town.

Also during the meeting, Councilwoman Hattie Wood reported that the town’s Senior Fitness Center is being well utilized on a frequent basis.

In other business:

* Lackey agreed to look into the need for a school bus stop at Highway 39 and Skyland Drive as requested by a resident.

* Wood, in response to another resident’s inquiry as to whether police patrol the town at night, noted that the police officers work assigned shifts and that the Orangeburg County Sheriff’s Office is on call. However, council members discussed the fact that the OCSO has only one deputy for the Springfield region and the OCSO is short-handed. Council agreed that a meeting with Sheriff Larry Williams to discuss law enforcement coverage for the town was in order.

* Lackey made a motion to go into executive session after the regular meeting to discuss personnel matters. Her motion, however, was tabled.
