Jobless worry while Sanford withholds OK for fed money

David Harvin spent Monday morning bent over in a chair, waiting to hear his name called. He was one of many hoping to receive their unemployment benefits at the S.C. Employment Security Commission's Orangeburg office.

Harvin wondered if it was a waste of time because Gov. Mark Sanford hasn't yet applied for the $146 million federal loan needed to keep the state's unemployment fund solvent.

Without the loan, the state will be forced to stop paying out unemployment benefits on Thursday.

"What's the point of coming if they don't have the money?" Harvin said.

He was recently laid off from Husqvarna Outdoor Products Inc. Times have been tough for Harvin since then.

Harvin says he hasn't received any unemployment benefits thus far and the bills are piling up. But he said the uncertainty of the situation makes matters much worse.

"I don't know what's going to happen from today 'til tomorrow," he said.

The heart of the problem lies in Sanford's displeasure with the management of the S.C. Employment Security Commission. He won't sign off on the loan until the SCESC submits to an independent audit and pledges to share its data with the S.C. Department of Commerce.

The two sides had not reached an agreement Monday afternoon, according to Sanford spokesman Joel Sawyer.

Sawyer added Sanford is standing up for the unemployed by demanding the SCESC operate more efficiently.

He said the shortfall in the state's unemployment fund was due to lawmakers not addressing the issue.

State Rep. Bakari Sellers, D-Denmark, represents an area plagued with unemployment and poverty. He said it is an absurd time to play politics with people's lives.

"It's an abuse of his leadership," Sellers said of Sanford.

He said some people seeking unemployment benefits are hard-working state or corporate employees who have been laid off due to the economy.

State Rep. Jerry Govan, D-Orangeburg, said the governor's position, "absolutely does not make any kind of sense."

Govan said the state's financial woes make Sanford's position curious.

"When people don't have jobs, they can't pay mortgages, car notes or loans. And they are definitely not paying taxes," he said.

In November, Orangeburg County's unemployment rate was the ninth highest in the state at 12.6 percent.

Bowman resident Beverly Jones said suspending unemployment benefits would be a disaster. Jones is currently out of work and her husband, LeRoy, collects disability.

The situation has Jones feeling like her back is against the wall.

"If I lose unemployment, I'm going to be honest, I don't know what I'm going to do," she said.

Robert Moore of Santee firmly believes criminal activity will balloon if the state ceases unemployment assistance.

He questioned how Sanford can sleep at night while others are on unstable financial ground.

"One man can destroy everything. ... I'm just hoping things will change in the next couple of days," he said.

Sawyer said nobody wants the benefits to be suspended. He declined to say what would happen if an agreement is not reached by Wednesday.

"We will cross that bridge when we come to it," he said.

" This comment is for the "Norwegian"......You always have something negative to say about everything. You never see the good in any problem or a clear path in any storm. Sometime bad things happen to good people....Alot of people who are on unemployment were hardworking people with jobs until either they were layed off, or the company left. You don't know when you will be put in that predicatment. I was on unemployment for 6 months because my job stated they would never leave and they turned right around and dumped our center for another center across seas. It took me 9 and a half months to get a job......so don't judge b/c you don't know peoples situations. I watched my father who is a hard working man go from job to job because every job he had either kept leaving and going across seas or they would lay him off and he would have to go on unemployment to support the family until the next job came. Sometimes it took my father almost 6 months to a year to to find the next job. What Sanford needs to do is bring jobs to this state which is something he never did, and is not doing. I bet if Norwegian lost his/her job Norwegian would be the first one down at the unemployment office filling out paper work to collect their benefits. And if Norwegian was one of the unemployed who could not get his/her check during the time Sandford refuse to sign the papers he/she would have been infuriated..Norwegian you never know when you will be down because things happen. Bad times come and you can't say how you will handle it, and what you will do because every situation is different. "

" The first 3 posts on this story show the problem in its entirety. You have people that blame the gov't for their problems. They need to blame themselves and stand up and do something for themselves. The gov't wasn't designed to tote moochers 24/7. The SCESC is out of cash because they threw it at anyone and everyone and now they are crying because The Man wants to know how they spent it. Same scenario if your mom asked you what you did with your allowance, are you gonna whine about her wanting to know where it went or do you simply comply with reason and be accountable and honest. If you do not comply she might cut your allowance off and that is what happened here. Comprende???? "

" Go Gov Sanford. People we need accountability and the SCESC isn't willing to have their books looked at. This means something isn't on the level there. All you who just want a free handout need to wake up. If we can't account for where the money is then stop the program. Our local reps Govan and Sellers are the ones doing the political posturing here. There kis no such thing as a free ride these days... "

" It is not the Governor refusing this money. He has said that this money would be asked for, IF the agency assigned to distribute it was held accountable. What is wrong with accountability? Every state agency should have to be externally audited annually. Why are people attacking Sanford for trying to protect their money? Sanford has consistently supported any proposal that would reduce spending, and lead to a more efficient and productive state government. To have Govan criticize a desire for accountability shows his own lack of governance. In regards to Sellers, his youthful ingorance should be growing tiresome to the people he represents. " I agree with Rep. Govan. This posturing by Sanford does not make any sense. Looks like he wants to add wholesale bankruptcy to the list of things S.C. is becoming well known for. Not only will we be last in education, first in illiteracy, near the bottom in salaries and job opportunities, near the top in crime and drug usage and fast becoming the laughing stock state, but now we will also be the hungriest state if Sanford doesn't sign for this loan. I believe anyone who misses an unemployment check this week should go to Sanford's house for dinner this weekend. "
