Clyburn seeking stimulus money for S.C. despite Sanford's opposition

COLUMBIA — U.S. House Majority Whip Jim Clyburn said Thursday he’s trying to find a way to get South Carolina federal stimulus money even if Republican Gov. Mark Sanford is against such help.

“We ought to make it possible for the money to be there for the governor if he has the vision to use it on behalf of the people who he should be representing,” Clyburn, D-S.C., said Thursday from in a telephone interview from his Washington office.

“But if he does not have the vision to use it, then we ought to have in this legislation mechanisms by which cities and counties and councils of government and other public-private entities can access this money if it goes against he grain of the governor’s political sensibilities.”

Sanford, the new chairman of the Republican Governors’ Association, has cut a high profile on the issue in op-ed pieces and on news talks shows, including Sunday’s appearance on NBC’s “Meet the Press.”

When president-elect Barack Obama met with the nation’s governors last month, Sanford told him another federal economic stimulus package would hurt, not help, the economy.

His opposition to a stimulus package brings worries in South Carolina, where $1 billion lost from the state’s $7 billion budget since July has cut deeply into health programs for the aged, disabled and children, including hospice care programs ending for some Medicaid recipients and meal deliveries cut for the homebound.

Sanford’s opposition has had Clyburn for weeks talking with legislators here and in Washington about what to do to make sure money reaches South Carolina, where the jobless rate is the nation’s third highest.

The governor isn’t ready to rule out taking stimulus cash from a program approaching $1 trillion, including tax relief, aid to states and building projects.

“We’ll cross that bridge when and if we get to it,” Sanford spokesman Joel Sawyer said. ”In the meantime, the governor is going to continue to oppose a stimulus package in its totality because it is paid for with borrowed money.”

Legislators here already are fretting that bridge ahead.

“We as legislators need to start asking questions about what we need to do to stop Mark Sanford from stopping aide that may be coming to South Carolina,” state Sen. Joel Lourie, D-Columbia, said last week, shortly after Sanford relented on a threat not to sign off on a loan for unemployment benefits for more than 70,000 South Carolinians.

That came hours before the state’s fund would have run out of money as Sanford waged a fight for jobless claimant statistics and an audit of the Employment Security Commission.

Clyburn also is trying to make sure rural parts of states get the aid they need.

“You’ve got to make sure you write this bill in such a way that rural people will benefit from it and rural transportation programs can be put in place. Because it’s one thing that we’ve got jobs but something else for people to be able to get jobs,” he said.

" We will all scratch our heads and say why is the money all gone? We simply can't spend was isn't there. It isn't RACISM, SEXISM, ETC. It is SURVIVAL. Get a grip , times are hard but we have to manage our RESOURCES. If we were on a desert island with 100 gallons of water , we would do the same. Use what you have and tread lightly. If yall were on that plane in the Hudson it would have sunk before anyone survived because of all the dead weight thats attached. Get Real SC "

" Why Jim, is it the responsibility of the government to provide transportation? Or anything else that is not specifically mentioned in the constitution? Mark Sanford's opposition, as well as his state of the state address proves he gets "it". The best thing for the people is the smallest government possible. Those that see this as this wonderful windfall seem to forget that someone has to pay for it. Cut it to the bone Mark, if it isn't needed, let it go. "

A significant number and percentage of fed government programs are financed that way and I doubt he's opposing them nor tuening down THOSE monies . . . "

" There is a nagging question about Governor Sanford's insistence on knowing where money has been spent; ie, an audit of certain agencies. I agree that there should be an audit of ALL agencies each year(!). However, Sanford, who has been in office a while now, did not and has not proposed that audits be conducted until NOW.

And to make matters worse, he has only proposed an audit to be made for selected agencies. Mr. Sanford: WHY did you not do this when you took office??? "

If youy can prove Norwegian mentioned Race, I'll donate some money to the charity of your choice. " Norwegian, you need to chill. Your racism is starting to show. We all know how fiscally responsible (stingy) our Governor is. However, how many of us have relatives or friends who would be greatly inconvenienced, if not totally devastated if some of these programs were under funded or even terminated? Sanford said he opposes a stimulus package because it would be paid for with borrowed money. How many people do you know that have not had to use borrowed money to buy needs and wants? Spending borrowed money is the American way. The great majority of us will go to our graves owing somebody some money. It would be a real tragedy, though, if our state falls so much farther behind the rest of the nation because our "leader" wants to impose his personal financial doctrines on the rest of us. Mr. Sanford; we are not all millionaires like you are! "

" The laughingstock satus comes from us not being able to account for the money spent already. Every other state knows what they did with their funds. It takes people like Clyburn to make this a political/racial issue because Sanford wants to know where the MONEY WENT. I can see why Clyburn doesn't want the money tallied or accounted for. After all his staffers have been convicted for fleecing/robbing these same type programs. Why get your cronies in hot water when we could just get another gov't handout care of big JIM. I gonna vote for him 4 ever. He sho take care of minesown. "
