Public hearings scheduled Tuesday on Sims Bark, Koyo agreements

Orangeburg County Council will hold a public hearing on an ordinance concerning the planned expansion of Sims Bark Co. of Georgia to add a new line of pavers during council's regular meeting at 5:30 p.m. Tuesday.

Sims Bark's Orangeburg County facility manufactures landscaping material.

Under the standard fee-in-lieu of taxes inducement agreement, in exchange for the investment, the company will pay a 6 percent assessment ratio rather than the usual 10.5 percent industrial assessment for property tax purposes.

Following the public hearing, the council will consider second reading of the ordinance.

Also on tap for Tuesday's meeting is a public hearing, followed by second reading, of an ordinance to amend an agreement for development of a joint county industrial and business park with Dorchester County in order to enlarge the boundaries of the park.

In addition, the council will consider an ordinance authorizing economic incentives, including payment of a fee in lieu of property taxes, between the county and Koyo Corp. for a project involving an investment of not less than $5 million. The panel will also consider a resolution concerning expansion of Koyo's manufacturing facility in Orangeburg and authorizing a fee agreement between the county and Koyo.

In other business, county council will consider first reading, by title only, of an ordinance authorizing the county to obtain easements necessary to complete the Edisto Sewer project.
